National Committee on the Prohibition of Chemical Weapons Development, Production, Use and Stockpiling and their Destruction


Prime Minister:

Having considered Law 51/2009 on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and their Destruction, In line with Edict 6/1997 ratifying the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, signed on 13 January 1993,

And Edict 5/2011 on the establishment On the establishment and formation of the National Committee on the Prohibition of Chemical Weapons Development, Production, Use and Stockpiling and their Destruction,

And edict 33/2014 on the Restructuring of the National Committee on the Prohibition of Chemical Weapons Development, Production, Use and Stockpiling and their Destruction, Based on the proposal of the Minister of Foreign Affairs, Following the approval of the Cabinet,

It was decided:
Article 1
The National Committee on the prohibition of Development, Production, Stockpiling or Use of Chemical Weapons and the destruction of such weapons will be restructured, headed by the Undersecretary of the Ministry of Foreign Affairs, and the membership of:

  1. Representative of the Foreign Affairs Ministry.
  2. Representative of the Bahrain Defense Force.
  3. Representative of the Health Ministry.
  4. Representative of the Civil Defense General Director in the Interior Ministry.
  5. Representative of Customs Affairs in the Interior Ministry.
  6. Representative of Electricity and Water Affairs Authority.
  7. Representative of the National Oil and Gas Authority.
  8. Representative of the Industry، Commerce and Tourism Ministry.
  9. Representative of the Works، Municipalities Affairs and Urban Planning Ministry.
  10. Representative of the Supreme Council for Environment.
  11. Representative of the University of Bahrain.

In its first meeting, the committee shall choose a vice head from its members, who is entrusted with the Head’s duties in the Head’s absence.

Article 2
The term of membership of the Committee shall be three years renewable for similar periods. In case of the absence of any the Committee’s members, a representative from the same authority shall replace and complete and the term of the absent member.

Article 3
The following powers and functions shall be added to the Committee’s functions:

  1. To follow up the implementation of all relevant conventions, treaties, protocols and Security Council resolutions related to the non-proliferation of weapons of mass destruction and their means of delivery, including agreements with the International Atomic Energy Agency and related matters.
  2. The Committee acts as a point of contact with international organizations and agencies involved in the prohibition of weapons of mass destruction.
  3. To participate in relevant international meetings and conferences.
  4. To submit relevant international reports and announcements.
  5. To propose the necessary legislation in this regard.

Article 4
The Committee shall submit to the Minister of Foreign Affairs an annual report including the results of its duties and recommendations. The Minister of Foreign Affairs shall submit the said report to the Cabinet.

Article 5
Edict 33/2014 regarding the reconstruction of The National Committee on the prohibition of Development, Production, Stockpiling or Use of Chemical Weapons and the destruction of such weapons shall be annulled.

Article 6 The Ministers –each in their capacity- shall implement the edict, which will take effect on the day of its issuance and shall be published in the Official Gazette.
